ID this teenage wasteland movie...

ID this movie? 70s or early 80s. drama about teenagers becoming rebellious... i think it was a story about falling in with the wrong crowd and running wild and then that wildness getting out of control... lots of conflict between teens and parents...
i can only remember a few things:
-- a group of teenage characters spend the night in a half-constructed house and have sex in sleeping bags. one of them loses their virginity that night, i think.
-- at the end of the movie, the kids have either locked their parents in the school (maybe at a PTA mtg?) or the kids hav been locked in the school... can't remember which... i just remember someone trying to get out and realizing the doors are chained shut... and the cops come and there is a mini-riot.
that's all i remember... any ideas?

"New Grenada is a planned community set in the desert where there is nothing for the kids to do, save for a rec center - which closes at 6 PM. The parents, in their zeal to attract industry to their town, have all but neglected their children. As a result, the kids begin to create their own entertainment, which involves vandalism, theft, and general hooliganism. During an incident when one of the kids brandishes an unloaded gun at town cop Ed Doberman, he is shot and killed. When the parents gather the next night to discuss the killing and the level of lawlessness among the youth, they soon find out that their kids have had all they can take."

Yes, it's Over The Edge - I remember seeing it on HBO and whenever I hear "Surrender" by Cheap Trick, I think of that movie.

Awww, great movie. One of the first to address teen culture and ennui in the era of suburban sprawl.

I believe it was only released to cable due to "controversial content", so you had HBO in the '80s.
I still question why my parents let me watch this when I was very young. I felt disappointed when I got to junior high and no one offered me speed OR acid to get through art class.

Over the Edge.... It's on DVD now and available at Netflix. Kurt Cobain called it his favorite movie.
