What are some good ways to spark public interest in a website?

A friend of mine has recently created a website that I really enjoy using and am quite proud of him for creating. I want to show my support by helping him get the word out about the website. Are there any great (possibly free) ways to go about this? For example, websites I could post some information on, etc.? It's a website that could be used by potentially anyone, and completely free, so there's not a specific market I'd need to target (I'd post the name of it but didn't want this post to sound like an ad itself). This might be a shot in the dark but since there are so many creative and net-savvy individuals on here I figured i'd ask. Any ideas would be appreciated, thanks.

Get a del.icio.us account, bookmark it under appropriate tags, and hope someone notices it.

Not to derail, but to correct: Del.icio.us is a social bookmarking site, not a tool for marketing or promoting. If people who already use del.icio.us want to bookmark a friend's website, that's fine. Registering an account just to tag your own stuff is spammy (and is unlikely to get noticed by prospective users anyway).

The question that loiseau links to has some good answers (submitting tips to blogs, etc.). I'd also make sure the site is "search engine friendly", with good titles and descriptive text.
