How about the Who's cover of Summertime Blues from Live at Leeds? I hear a lot of garage-punk roots there.

Los Angeles is Burning is the first thing that popped into my head.

The other immediate one to pop to mind is 4th of July by X, but that doesn't feel very punky to me.

If you can stretch your definition of punk to include the Meat Puppets (country-punk, and they were on SST!), then 'Swimming Hole' from 'Up On The Sun' is a great summer song.
