Who owns the White House in Washington D.C.?

Who owns and oversees what can and can't be done to the building, land and furnishings?

I think it's actually run like a museum, with a curator. The first lady has some liberties, within reason.

All us taxpayers own it. Some campaign contributors get to live in it for a night or three, but the citizens own it.
