National Poundcake Day: Attack or Defend

So here's the deal, I see on various sites that tomorrow (March 4th) has been designated as National Pound Cake Day. I can't find a site that cites a source for this. Is this some Food Network conspiracy? For that matter, who gets to designate certain days as National Whatever Day? What's the process? Is there an official government list of these dates?

It's on this big honkin' list of days. I can't find a history for it, but it does show up on several different lists up to 8 years old on a quick Google with a consistent date of 4 March. So, whoever made it up has achieved wide proliferation, anyway.

Bascially anybody can "designate" a holiday and hope it catches on, but only Congress can designate official federal holidays. Almost all of the silly/obscure holidays were created by someone or some organization with an agenda (whether good or bad).

Maybe it's a joke because march 4th is a command "March forth!" and so is pound cake (Pound Cake!)?
