What is the PC equivalent to Mac's Little Snitch, preferably freeware, and not an all-out firewall?

Pretty straight forward...

Not having a Mac, I'm not exactly sure about what Little Snitch can do, but maybe TCPView from Sysinternals would be of use?

The free version of ZoneAlarm will do what Little Snitch seems to - warn you when an application tries to call out, and ask you whether to allow or deny it. It does have firewall functions too, which you can mostly turn off.

The free version of Kerio can do this, too, pretty much the same as ZoneAlarm. Honestly, I'm not sure which one is better or worse, but they both seem to function pretty well.
