Can anyone help me find out the name or author of this book? (more inside)

From what I remember, it involved a sort of private detective. It was a science fiction book, set in the future. They had cloning, and clones of Marilyn Monroe among others. They also had child restriction policies, with people only able to have one child per adult.

The plot of the book was that the detective was trying to find out why children were turning up dead or comatose, and it turned out that a corporation was taking a chemical from the children's brains. This chemical is what makes children so quick to pick up things. The detective took it, then realized what it was, because it made him think so much better.

The only other things I can remember was that they had nanowire, which is used to cut off the detective's head, though he didn't lose it and it was reattached. They also had a zero-friction gel, that had been used to subdue riots. Finally, the detective became friends with and adopted a street child, a boy I think, who had been one of the children at risk from the corporation.

Decapitation by nanowire sounds Larry Niven-ish, but the plot doesn't sound familiar. Was it a full length novel?

Sounds a bit like George Turner's Brain Child which is an excellent book in either case.

Response by poster: It was a full length novel. I don't think it was by Niven, because I would have seen it again, I've read his stuff.

It drives me crazy that I can remember so much of the book, but not the title or author.
