Japanese live action toy show

I know this may be quite a stretch on the little info I remember, but back in the mid 80s, there was a Japanese live action short about 2 toys that escaped from a toy store. I vaguely remember one was a camera or a pair of binoculars with glasses on it. I believe I saw it on PBS or on The Disney Channel.

I remember that! Wow, that was a great movie. Let me look for the name.
