meandering through Bratislava

I saw an interesting building while visiting Bratislava last year, and would like to know more about it
Walking around with no particular plan, I came across a beautiful old, deteriorating building whose windows had been removed, and all the places where windows had been, were then replaced with dedications to Van Gogh, and replicas. It was stunning. There were no signs on the building, no information, and the door was locked.

It was right next door to St. Martin's Cathedral, and a lighting fixture had been set up on the roof to shine onto the Cathedral.
Does anyone know the significance of that little building? History? Owner's intention?
