Identifiy this pattern!

Can anyone identify the pattern on this shirt and tell me what these people are or anything about the pattern. I bought it at a vintage clothing store a little while back and while its one of my favorite shirts and I'd like to know more about it. here are the photos

Response by poster: oh, and the only identifying marks on the shirt are featured in the third photo, which is the inside of the collar.

I've seen a similar silhouette used on other items over the many years. I believe it a scout or explorer of some sort. Possibly English in origin. That's all I have.

I think yellow and blue are the boy scouts' colors.
