Help me identify a movie from my childhood

Help identify this martial arts movie

This movie was on HBO all the time when I was a kid, but despite Google and IMDB I can't identify it. Here's what I remember: The woman in it had orange or bright red hair. The plot revolved around a mysterious blue liquid that controlled people's minds. One of the good guy's martial art skill was being able to play a form of Russion roulette where a bunch of people sit in a room and someone throws a loaded pistol on the ground (or at least that was the main thing I remember him doing). Another character was able to slide across the floor without moving his feet. In the end, the lead character stopped a bullet using (I think) a hoe (not a ho. A hoe, or some other tool). Please help me find a reference to this movie.

I've never heard of it before now but when I find out I'm adding it to my queue. Google turned up nothing for me either, btw.

That movie is proof that Hollywood has nothing to fear from the South African film industry. For me, at least, the real treasure in it was Ken Gampu. His presence in the film is noteworthy because the film was made during apartheid.
