You must be at least this smart...

About half a dozen years ago a cartoon popped up where I used to work that had "You must be at least this smart to use the Internet" with a sliding scale that included humans, some sort of ape or monkey and one or two simpler forms of life. Can anyone point me to it?

I'm fairly sure it wasn't poking fun at any group, other than people who can't use computers. For some reason I think one of the lower life forms might be a snail.
