Getting a handle on site bandwidth

I have been tasked with finding a software package that will accurately track bandwidth usage. We host a few sites for customers that have recently grown substantially, but there was never a Service Agreement of sorts drawn up for amount of traffic per month. These sites primarily deliver digital documentation.
I have tried many software packages but I'm curious as to what you would recommend for this situation. We are running in a MS/IIS environment. Software packages we have tried are WebTrends, AWstats (various flavors), and most recently Urchin 5. None of these pleased upper management, much to my dismay.
Can anyone steer me in the right direction?

What exactly are they looking for? Is there a specific report they're envisioning that a standard log analysis tool won't provide?

If each customer has their own IP and you have a Cisco based network you can capture flow data via Netflow.
There are tons of packages out there for this around network based traffic monitoring/metering.
Free or Free-ish tools that leverage netflow.

God, they didn't like webtrends? Eeek. Tough crowd.
Then again, Webtrends really isn't for bandwidth.
This does per site bandwidth monitoring & reporting for IIS.
