where in London can I find a copy of Monocle magazine? (I couldn't find one in Waterstone's, Gower St, the other day.)

Try a Borders, perhaps. I saw one at the checkout today in Cambridge.

Ditto Borders...in Oxford I've seen their stack very slowly dwindle - they seem to have sold a half-dozen or so copies.

Yes, loads of copies by counter in Borders in Southampton. If you have no luck, I could get a copy and post it to you - let me know (via this thread) if that'd help.

Books etc, opposite Selfridges, does magazines; maybe Foyles on the Charing Cross Road? The Westminster Bookshop on Artillery Row, near St James Park tube has loads of nice stuff.
