Name This Singer

A few years ago someone gave me a tape of a gravelly voiced Russian folk singer who sounds a lot like Tom Waits. I believe he's fairly well known. Does anyone know who it might be?

On my tape, he plays guitar while he sings and sounds like he enjoys vodka.

Vladimir Visotsky (or Vysotsky)? He isn't that gravelly but his songs have that kind of dance hall/cabaret tone that Waits mines. He's a huge star in Russia.

I KNOW WHO IT IS!

I think I know who you are talking about, does he sing songs about how his brother was a lawyer but he got sent to Siberia for being a thief? He also plays a mandolin? His songs are very funny.

Are we talking about the same guy? I will get the name for you, if I am right, but if not, tell me what he sings about and my folks will know for certain.
