Is there any software that enables me to send photos from my pc to a camera cell phone?

Details. Brand, model, provider, do you have a data cable, or an IR port, etc, etc.

You can always email it to your phone via MMS or POP3/IMAP via GPRS, if you carrier supports it. You can even visit a site where the picture is uploaded using GPRS.

Yes, it depends very much on the phone and situation. If the PC and phone are near each other, you can probably do this with an infrared or bluetooth link and no software required. If you're trying to do this over a distance, using the cell network, it depends utterly on the phone's capabilities and the network the phone is on.

I use an IR link for file transfer at my desk, and POP/SMTP over GPRS with attached files when working at a distance. SMS and MMS cost money per use on my network (and aren't commonly implemented standards outside the telecom world), so I avoid them. Your equipment and network will determine what the right choice will be.

Response by poster: It's someone else's phone - they own a Nokia 7250i. Also, they're in Malayasia and i'm in England.
