Cleaning the inside of storm windows

How can I clean the inside of storm windows?
In the place we rent, one set of storm windows (two frames, one slides and the other is stationary) is filthy inside. In one it looks like some kinda of gooey liquid dripped down inside and dried. In the other it looks permanently fogged up.
How can I clean the inside of these, if I can at all? Thanks!

Best answer: Storm windows are usually made of two panes of glass sealed together. What you see is likely condensation resulting from a broken seal. Unfortunately, there isn't really any way to "clean" them. Your landlord should probably replace the windows in question.
