Replacement for Windows People app / contact manager

Windows 11 dropped the People app, except for accessing through Windows Mail or Calendar, but then decided we all had to have 'New Outlook'. What application can replace the contact management function, import those contacts already existing, and NOT be dependent upon the Microsoft cloud or Edge browser? Preferable free, but not an absolute requirement. Please don't suggest "use Outlook" because the person who will be using this has repeatedly refused to use Outlook because of a bad experience with it at one job, years ago.

To what extent, at all, does it need to integrate with any other piece of software that you're using?

Response by poster: It does not need to integrate with anything, really. They use Eudora (!) for email and use its address book for email contacts. Windows contacts are used to look up physical addresses, phone numbers, and sometimes email addresses (I think they are trying to consolidate contacts but haven't done it completely). The only point of "integration" is being able to import the Windows contacts. If absolutely necessary I believe I could convert the XML of the contacts files, as seen when you open a contact in Notepad), into CSV to import but it'd be great to avoid that step.
