Civilization IV: if a UN civics resolution passes, is it possible to change those civics ever again in the game? How about if you become Secretary General?

Yes, if there is another vote for the same civic and it does not pass.

Response by poster: okay, so, is there anyway to manipultae the vote? IIRC, in alpha cenaturi you could deal with other leaders to get them to vote your way. i don't see a way to do this in Civ IV.

It's been a while since I've played it, but if I recall correctly, at some point in the game you can negotiate civics with other civilizations during trade discussions. Presumably their vote on a UN resolution would be consistent with an agreement they've made with you, but I don't remember if it actually works that way. I do remember plenty of games in which I simply didn't have enough influence to change world policies to my liking.
