I'm sure this makes sense, I'm just wondering how. Taken in Vancouver, BC if that helps.

Probably asbestos or mold remediation.

Best answer: It's a positive pressure vent. It's used when mold is being remediated. When demo of the affected area is being done, it causes dust with mold spores in them. The tube is hooked up to an air scrubber machine and that tube sticking out is the machine's exhaust. It has been disconnected and sealed. They have left it because a second treatment may be needed.

Also used for asbestos remediation. The tube, when opened, will release filtered exhaust air that is safe to be around.

Almost certainly mold remediation as that building coating / plaster looks like Exterior insulation finishing system, an inherently flawed design that promotes mold and framing rot.

We studied Vancouver as a case of regulatory failure (corruption) as the sysyem was being promoted widely into NZ, where subsequent building damage is circa NZ$15B
