Possibly early 2000s? Perhaps got a hint of poppy electro swing about it, beat definitely up towards that tempo.
Singer has a high, naselly, twangy voice. Sounds relatively young.
I can remember from the chorus, "[somethingsomethingsomething] ONCE, [somethingsomethingsomething] TWICE... WOAHHHOH-OHHOH-oh-ohohoh WOAHHHOH-OHHOH-oh-ohohoh"
Any ideas?

Pretty sure the singer is a woman.
Possibly got a London fusion sound to it? Beat reminds me of the "doof doof" end of electro swing, but then you have a nod to hiphop with the group "Woah-oh" chanting.
I feel like the chorus lyrics might be something along the lines of, "You might fool me ONCE, but you sure won't fool me TWICE". That type of sentiment. Obviously I've googled these and haven't found anything.

This painfully awkward recording may help? I desperately need to rid myself of this menace.

Whisper it once, just a little bit
Come on, whisper it twice
I can't stand to see the spotlight shine
...
I think I know, whoa, whoa
Why you never get too close
It's 'cause you're too scared to
When I'm with you there's
No point in breathing
Great song, great band
