What is the Centre for Young Women with Cold Hearts?

While traveling for work in Hangzhou, China yesterday, I spotted this sticker in a car rear windshield about this Centre which struck me as an odd name. My Chinese coworker has no idea what it is either. Any ideas?

Best answer: The first search result from Baidu offers several clues about the HGSC❤️ part: "1. HGSC is an excuse for those who package themselves to attract girls' attention in order to achieve their ultimate goal: 'I'm not out to hook up, I’m just helping those broken-hearted girls who have been hurt.' 2. Later it was regarded as a joke and made into a car sticker. 'HGSC' is the abbreviation of Heartbroken Girl Shelter Center." So my guess is "Centre for Young Women with Cold Hearts" is either a different translation and/or mistranslation or a variant of the meme inverting it a little.
