You are something in a something - what's that song?

I have been wracking my mind trying to find the name of a song I have heard only a couple of times, and the name of the band. I need the help of the hive mind.

I think the song was released in the mid-to-late 2000's, but maybe was released in the 2010's.
The band are certainly North American - most probably USA.
I think they are part of the loose aggregate of bands that could be considered "indy".
The vocalist is male, and sounds a bit like Stan Ridgeway (of Wall of Voodoo).

The song itself is about 90bpm.
The two most memorable elements of the song are the vocal and a repeating pattern of two chords.
The vocal is spoken, not sung. The words describe feelings and events the listener is supposed to identify with. The delivery of the vocal is quite didactic. There is a line that repeats frequently and serves as the opening of each "verse". It goes something like "You are sitting, in a car, on the interstate" (I'm not sure those are the actual words).

The repeating pattern of two chords is something like G - G - A - A (that makes one bar). The instruments playing the pattern sound like they might be brass.

That's it - that's all I've got. I need to know what it is so I can put it to rest, or add it to a playlist.
