Google Assistant not working on lockscreen

I want to be able to pause and restart music and podcast playback on my phone using Google Assistant vocal commands. I've got it working, but it stops working when my phone is locked / screen goes dark. How can I fix this?
I have gone through all the settings recommended in online advice, including the "assistant responses on lock screen" setting, the "personal results" setting and I've done the "voice match" setting.
I think there's something about Google Assistant that I'm not understanding.
When my phone is locked, and I speak the trigger command (hey Google or OK Google) the phone gives a tiny vibration response, but the assistant does not respond.
My phone is a Huwei P 30 lite and it has Android version 10.
