What do you want in a guest bathroom?

I find myself the brand-new possessor of a Second Bathroom for the first time in my life. Apart from the basics -- soap, toilet paper-- what do I keep in it?!
So, this second bathroom is a half-bath right next to the main, full bath. As such, my partner and I don't really bother to use it unless there's, you know, an emergency. So I would love to have it be a fun and welcoming Dedicated Bathroom for Visitors!
What should I keep in there? What always makes you go, oh, how nice, in a guest bath?
Further details: I rent, so I can't do any big-time reno, but I can paint. The walls above the wainscoting are tile, so I can't hang anything heavier than a command hook can handle. Finally: the over-toilet cabinet was left by a previous tenant and I'm allowed to do whatever I want with it.
Bonus question: I'll be sprucing up the paint on the bottom half because it's all scratched up. Should I stick with white? Go with a color?

Beyond soap, towels & a trash can -- lotion, q-tips, band-aids, menstrual products. Maybe a bottle of over-the-counter painkillers (aspirin, ibuprofen, acetaminophen, whatever). I'd also recommend a plunger being easily accessible, just in case.
Air freshner/Febreeze/Ozium/whatever. Bathroom smells don't bother me because it's life but that may provide comfort for some people.

Really good quality TP, tampons and pads, air freshener, a good plunger and brush so I can discretely manage my own disaster if I plug up your works accidentally (guest nightmare is having to ask your hosts to clean up your poop).

If you're going to have traveling guests it's nice to have travel size toothpaste, extra packaged toothbrushes, etc. in case they forget theirs, luggage is delayed or whatever.

Like edencosmic says, keep a plunger in there. It's a dreadful feeling for a guest when things aren't flushing right.

If your guests include people who menstruate, a small basket with pads or tampons would be a lovely touch.
A natural air freshener in a spray bottle (not aerosol, those things are a little loud) allows guests to be discreet about odors.
And - absolute whimsy - Cate Blanchette once said she keeps one of her Oscars in the guest bathroom, so her guests can practice their (pretend) acceptance speeches in the mirror. I loved that idea.

Something for stomach upset and diarrhea, probably pepto or immodium. That's an embarrassing thing to need in a strange house, and it's such a relief to just have it on hand.

I also agree that the guest bathroom is a place to go a bit weird and fun with decor, if that's something you want to do.

A friend had a bathroom guestbook in their spare bathroom, which was a source of some amusement. But also, yes, packaged toothbrushes & spare toiletries of the sort that your guests might have forgotten or require.

Please stock your guest bathroom with real towels that your guests won’t be afraid to use; same with soap. A sign that reads “Yes; the towels are for drying your hands, not for show” couldn’t hurt.

Love these suggestions and this ask. I would add a nice little dish of toothpicks/floss/whatever your guests might want after a meal. Nthing a toilet brush and if possible, plunger. And unscented hand lotion.

Instructions on how to use the bidet if you think people might now be familiar with it.
If you're going to put items for guests to use in the cupboard, maybe take the cupboard doors off to signal the items can be used. Very polite guests may not open closed cupboard doors.
And I agree with a night light; we use a red one that is motion sensitive and it has really cut down on inadvertently waking us up more than we already are.
A nice rug for bare feet? Make sure it is regularly washed.
Is the window opaque? If not, then a nice fun colorful curtain.
I'd be tempted to leave the room in white and add color through towels, rugs, plans, etc but as long as it's coordinated....

Yes to color on the paint! I think your sink cabinet is black, so I would do a dark grey maybe? If that's brown, I would do navy.
I just bought a combo plunger/brush on Amazon for our guest bathroom after an incident...and, a place for multiple toilet paper rolls would be awesome. We entertain a lot and I'm horrified if I discover there's no extra paper or the bathroom ran out.
I love this whimsical toilet paper holder I gave my husband for Christmas one year.

Nice bathroom! I would keep it as is, or paint the upper walls two shades darker. A neutral color is better for touching up makeup.
Hang a full-length mirror on the inside door.
Definitely add places for jackets, purses, etc.
Are either of your restrooms handicap accessible or suitable for someone temporarily on crutches? Don't clutter the floor. A strong handrail or small sturdy table that can support a person's weight while transitioning to and from the toilet would help.
Seconding easy access to the basics: toilet paper, wet wipes, and menstrual products.
Hang a framed poster on the wall with instructions to toss all but the t.p. into a lined trash can. I have no problem with setting that rule to prevent plumbing issues.
Plunger and stand, toilet brush, room freshener spray, and a roll of paper towels if things get crazy.
Regular towels and washcloths.
Pump soap and bar soap, travel-size toiletries, basic first aid kit (single-use items instead of tubes).
Consider why someone might rush to the restroom. A couple of bottles of water, some PeptoBismol tablets, and some disposable cups would help.
Children will also get into the supplies. Be careful about the items stored in the medicine cabinet.
I would not store bleach and other dangerous products in the guest bathroom.

My favorite guest bathroom I’ve used had an enormous stuffed octopus that hung out on top of a storage cabinet. The tentacles draped down around the side and onto a little table and curled around a basket with extra rolls of TP. I didn’t even notice it till I sat on the toilet and looked across and up. The storage cabinet also had a little sign indicating that the octopus kept more things I might need in there. Obviously I opened it and they had a shelf with a bunch of travel sized toiletries, menstrual supplies, etc, and underneath was a bucket of cleaning supplies and a plunger. The rest of the bathroom was only lightly nautical, with driftwood finish cabinetry and I think a painting of boats. I only used it once and never visited that house again but I will never forget it.
You don’t need to do the whole friendly voyeur octopus thing but you could have some other friendly toiletry-offering entity, like a nice cactus with a funny sign. And a powder room is a good spot to store cleaning supplies.

I would add makeup remover wipes to save your towels. We have some of those single use packs.
At our house, we use paper towels in the guest bathrooms. I bought some industrial popup dispensers, but PT rolls are fine.
Since this bathroom is for guests, a nightlight is a good idea.
I would definitely do a fun color in that room or even better, a fun wallpaper. There's so many cute removable wallpapers out there.

I would go with a calming medium-tone color you find pleasing, for me that's something like SW Agreeable Gray or Dorian Gray, but I have boring taste in wall paint. I love wild wallpaper, but that room is pretty small and I don't think it would work well only below the wainscotting. I'd probably add interest with a curtain and maybe a slightly more intense trim color.
+1 nightlight if you have overnight guests.
I keep all my OTC meds in the guest bath in case people want them, also menstrual products, toothbrushes, little toothpastes and floss, hand lotion, some cleaning supplies, air freshener even though I don't like it because some people have a thing about it.

Also, and this is a little idiosyncratic, but I am very sensitive to mildew smells and in other people’s homes I frequently encounter bathroom hand towels that are just the slightest bit… whiffy. I hate washing my hands, drying them on the lovingly provided towel, and then having to immediately re-wash and dry surreptitiously with toilet paper because now my hands smell funky. This is definitely something only sensitive people will notice—these bathrooms are always otherwise very clean—but it happens to me fairly often. Especially if your extra bathroom is only used rarely, you might want to make extra sure to swap out the towels regularly (or provide disposable), and keep an eye on things like moisture level that you might otherwise not notice if you aren’t using the bathroom yourself.

Guests inevitably bring a toiletry bag with at least a few of their own things like their own toothbrush, pills, etc. I'm very tired of hotel / inn bathrooms where every square inch is occupied by some decorative doodad and I have nowhere to put down my little bag, let alone open it and take things out of it.
In your bathroom I'd put a little basket of "helpfuls" below the sink, and leave the shelf above the toilet EMPTY.

I'm in favor of paint. It's so very white, and the white doesn't look very bright. Maybe a two-tone, where you keep the beadboard in white (freshly painted) and paint the upper portion a dramatic dark green or blue.
For air freshener, something self-applied is better. Having a constant fragrance is a bit much for a lot of people. I like the idea of poo-pourie, so it's pretty subtle.

Lots of good advice above. I did want to emphasize the advice for a bit of space, and a hook on the back of the door or wherever it is logical, which can be so very helpful to have to accommodate stuff.
A couple of thoughts ... I have eczema and am also pretty sensitive to scented products so scent optional is good for guests. Please provide unscented toilet paper and tissues, and either unscented or very mildly scented hand lotion. Same thing for hand soap - make sure it is only the mildly scented/moisturizing type, if possible (or provide an alternative unscented bar soap if you go with a pump bottle of scented hand soap).
Having some optional scented stuff available is the way to go - the suggestions of Poo-Pourri spray (the citrus one is nice) and also a room type air freshener spray people could use if they want (pump bottle type only please) would be good. I'm a fan of the froofy and expensive (sigh) room sprays that Williams Sonoma has. They have a really nice Meyer Lemon room spray, for example.

Maybe some single-use paper cups? That way, if a guest needs to take pills or brush their teeth, there's a way to do that.

Plug-in air fresheners are quite bad for your lungs; they trigger my asthma immediately, and are just awful for people in general. Any pleasant aromatic spray; I have some fruity body spray I use. I also have a candle and matches, the smell of a match is pretty good cover.
When people visit, they're friends/ family, and a simple Make yourself at home, there's toothpaste and stuff in the cupboard should be sufficient. A bowl of single use soap that you brought home from your last hotel stay, some floss, maybe a single use lotion is nice but not required.
Stores want to sell you sets to cutify a bathroom, but I think it's more fun to use a favorite mug for spare toothbrushes, and a personal and not packaged theme. Though I recommend cute string lights

Honestly, I have mixed feelings about the air freshener (least offensive available scent of Febreze in a spray bottle). It turns out that people who are close enough friends to poop in my house don't seem to be the folks who want to use air freshener.

All my bathrooms have homemade Poo-pourri (for before poops) and packs of paper matches (for after poops), and instructions to put the spent match in the supplied ashtray. There's also a candle so that the matches aren't too obvious, but the matches usually take care of the smells by themselves, and they're usually not as intolerable for people with scent allergies/sensitivities.

I prefer a scentless bathroom. Baking soda is my go-to for the refrigerator odors and would work in a small pot with artificial greenery. Use the plain baking soda from time to time to clean the toilet and other surfaces.
A deodorizer spray is an option if the guest wants to hide smells. I prefer vanilla or lemon scents.
The string lights/sheer curtains project noted by theora55 is so cute! I am all about switching the colors, but warm white and white sheers is a darling combination. (This is a large light set for the space, but there must be smaller reliable sets available).
I cannot imagine having two restrooms and not using them, particularly if they are conveniently located. This way you can update the towels, t.p. and other supplies as needed.

One of the things I don't think I've seen is allergy medications, particularly if you live in a high pollen or whatever area. I don't have them personally but try to keep benadryl and something stronger around for guests.
