What is the quickest/easiest way to add captions to a twitter video?

Is there a good video caption app/service similar to what TikTok can do? TikTok can take a video and do automated captions which can then be corrected and user edited. What is the best way to do that for a video that would be uploaded to Twitter?
Response by poster: Is there a reason you wouldn't simply do what you're describing on TikTok, then post the TikTok link on twitter?

You can create it on tiktok, keep it set it to private and download it to post elsewhere.

Doesn't YouTube auto-generate captions, which you can download as a text file?
I discovered that and posted it in one of jessamyn's AskMes a few years back, though I can't find the post now.

I'd use YouTube like wenestvedt suggests.
Upload your video to YouTube and set it to unlisted. Wait an hour or so for the captions to be generated. You can edit the captions on YouTube as needed, and then click the three dots button in the editor and download the captions.
Upload your video along with your captions to Twitter.

Thankfully i have the exact answer if you're already using TikTok and familiar with it: you're looking for the app Capcut, that's the video editor side of the TikTok-verse. You don't need a TT account and yes, the autocaptioning works as you expect (hard-coded onto the video file, which the yt solution can't do at the same speed if you want the video to be on twitter itself).
