What "bad day" Betty Boop book, comic, cartoon, or movie was this?

My bad week is reminding me of a scene from a Betty Boop cartoon. It's a typical trope: Betty is all dressed up but has a really bad day, maybe even mistaken identity. She ends up all wet in the rain, hair dripping, crying, makeup running, her lips red and swollen because she fell or got hit in the face by something, not looking like herself. That's when someone kind, a guy maybe, helps her get dried off and cleaned up and maybe also doesn't realize it's her because she looks so different. What was this?

Could you be thinking of this one? There’s no love interest but she does have a bad day. I remember it because she’s more like a fleshed-out character than usual.

Total long shot, but is there any chance you're merging these two moments from Seinfeld?

Elaine meets Peterman

I don't think of Elaine as a Boop type but there are some physical similarities.

I believe the only appearance Betty Boop made in color was Poor Cinderella but I could be wrong.
