Share Google Calendar With Non-Google-using iCal user

I want to share a Google calendar with an iPhone user. They want to see my calendar through the official iPhone Calendar app-- but that seems to require that they sign up for a Google account of their own. For Complex Reasons, this will not happen. Is there any way they can share my calendar through Apple's calendar app without getting their own google account? If not, is there a good iPhone calendar app that would let them do this?
(Please note that I am not looking for "They should sign up for a throwaway Google account" as an answer. For purposes of this AskMe, please assume I've investigated that and it's not going to happen.)

You can also share an iCal calendar with a non-Apple user, but it has to be public.
If you want it private:
You stated that the other user does not want a google account, but are you willing to get an iCloud account? You can use iCloud even without owning any Apple Devices
Edit to add: on preview, this says it supports Contacts but does not say Calendar, so I may be wrong?

You might try these steps from Google's "share your calendar with someone" page
Share a calendar with specific people
On your computer, open Google Calendar. You can’t share calendars from the Google Calendar app.
On the left, find the “My calendars” section. To expand it, click the Down arrow Down arrow.
Hover over the calendar you want to share, and click More More and then Settings and sharing.
Under “Share with specific people,” click Add people.
Add a person’s or Google group’s email address. Use the drop-down menu to adjust their permission settings. Learn more about access permissions.
Click Send.
The recipient will need to click the emailed link to add the calendar to their list. Learn how to add someone else’s calendar.
Tip: To share a calendar that you don’t own, you need to ask the owner to give you “Make changes and manage sharing” permission.

Response by poster: Thanks for the responses! I promise not to threadsit, but I don't think I was very clear in my question. So just to try to be clearer:
I know how to share a Google calendar.
I know how my friend can see the shared Google calendar (in awkward, non-iPhone-like way) by pointing her web browser at the public URL I give her.
What I can't do is get the shared Google calendar to appear on the Calendar app on her iphone. It seems like there ought to be a way of pointing the Calendar app at the public URL, but I can't figure out how to do that.
If this isn't possible (and I recognize that it may not be), I would love recommendations for iPhone apps that would let her access a Google calendar while still providing the comfortable user interface that a well-designed app provides.
Again, apologies for not being clear initially!

Settings > Calendar > Accounts > Add Account > Other > Add Subscribed Calendar should work.

I know how to share a Google calendar.
The link I posted says how to make an iCal link, which Apple calendar can open. I tested this myself, and it worked - when I opened .ics link, it asked me to open it in the calendar app, which then asked me which calendar to add it to. I said "make a new calendar" and it showed up as a new calendar. Now, adding events in the google calendar adds them to the iCloud calendar, and vice versa. From what you've said, I don't understand how this is different from what you're looking for.
