Boat Title Question

I recently bought a boat, it was a bit of an impulse buy but not a very big investment. The seller had the title and the previous owner signed it but he never filled in the buyer portion, signed the title or registered the boat. I don't think it would be a big deal (from a process standpoint, not the legality standpoint on the sellers part) but the date that the original seller signed is 2013. What kind of headache am I going to get into when I go to register this boat? I'd be registering it in WV and its a WV title.
