How do I turn my PC into an alarm clock that plays a playlist?

I have Groove music playlists and VLC playlists. How can I set up my PC so that it'll play a specified playlist at a designated wakeup time? Would it be possible to set it to random play?

If Windows, Task Scheduler could do it using something like this command:

"C:\Program Files (x86)\VideoLAN\VLC\vlc.exe" --playlist-autostart --loop --playlist-tree c:\playlist\

You could also use --random instead of --loop

Task Scheduler tasks can also be set to wake the PC in order to perform their tasks, so what rmmcclay has laid out above is all that's actually needed here. An alarm clock app would come with a slicker UI than Task Scheduler has but I would also expect it to have limitations that would end up even more annoying to work around than Task Scheduler's.
