I have this set of dumbbells. Where can I go in NYC to buy one of the spiral collar locks that it uses?

I have a set just like that that I bought here in the UK about 25 years ago (I think they were made in China). I suspect it's a very common part used on cheap dumbbells. Just checked, and found a lot of them for sale on eBay.

Response by poster: I'm looking to purchase it somewhere in-person.

I don't live in NYC and can't be specific so I was reluctant to answer—where I'm from you'd just go to a Play It Again Sports—but since this hasn't seen a lot of traffic I'll post just in case this helps. Any used sporting goods store that sells weights (which is most of them, I think) will have these—they're used on basically all 1"/"standard" dumbbells and barbells, and they're basically interchangeable. Places like Walmart (see, this is where not being in NYC is a problem) sell dumbbell handles loose, without the weight, and those will come with two, also.

Where you might run into trouble is that a non-specialist place that sells new equipment definitely won't have a single collar to sell you, and a used place might not, either. But if you call all the used sporting goods places in your area they'll be able to tell you before you go in.
