How do you commission a statue

I think we can agree that any overgrown garden is a candidate for a Laputian Robot. The question is, how do I get one built? I assume I would approach a metal worker but what are they going to need from me? I've collected a few pictures but I don't know if that's adequate. I'm sure I could get quite a few frame grabs, and if necessary I can model the whole thing in 3D and provide detailed blueprints. What would an artisan want from me?
Artists create. Maybe you want a Fabricator, and there may be another term. Artists subcontract work they can't do themselves, that's who you want.
I want one of those too.

Send me a memail if you are interested in being connected with a professional metal artist who does this kind of thing. He charges real money to do so though.

A lot of this will depend on your fabricator, combined with how accurate and detailed you want it to be.
With any design and build endeavor the more detailed your plans the better the chances are that you’re going to get the result you desire. Because of this more technical / less artistic fabricators are going to want more detail and planning then those who are familiar with the form and sculpting.
I think your harder task is going to be finding a metal fabricator/artist that is up to the task, and its likely better to start with finding the right person and then find out from them the level of planning they’ll want to get you the product you want.
