Bluetooth earbuds that let you control BOTH volume and ANC?

Control them from the buds and not from the phone.

The only buds I know of that allow you to control both Active Noise Cancelling on/off and volume from the earbuds, not from the phone -are the Mifo 05 plus. For a couple of reasons they don't work for me. I'm having trouble finding earbuds like this The Galaxy buds allow you to control volume from the buds, but not ANC. You have to go into the app for that. From what I've read the Sennheiser Momentums allow you to control ANC from the buds, but not the volume. Sony MX buds allow you to control the volume, but not the ANC. I hate having to yank out one of my earbuds every time someone wants to talk to me because that's a hell of a lot faster than taking out my phone, going into the app and toggling off Active Noise canceling. It doesn't matter if they are true wireless buds or if they are semi wireless (with a band connecting the left & the right which goes behind the head).

Bose QC30 has both volume and ANC controls on the band. It's not an ANC toggle, though, it's an up-down control with 12 levels of ANC.

I'm looking at my Amazon Echo Buds in the devices section of the Alexa App, and while I haven't tried, it appears that Volume Up and Down are some controls I can add to the tap controls. Each earbud lets you tap-and-hold or double-tap to issue the command you set for each action in the app, a total of 4 controls for the pair.

Right now I use right double-tap to toggle between Bose ANR (which is ANC) and Passthrough Mode+Pause mode-- the Pause bit is optional, but basically it'll send Pause to my music/podcast/stream player as well as switch to Passthrough, which is the natural pair of things you'd want to do if you need to start a human interaction instead of listen to media.

I can only adjust volume of passthrough in the app, FWIW, but I believe these meet your requirements anyway. I just now tried it out, and there are 10 volume steps, and it works fine, but the press-and-hold selection is naturally slower than double-tap to execute and be recognized.

If over-the-ear headphones are an option, B&O make H9i headphones that offer ANC controls from the right earpiece. They might offer buds with a similar feature set.

I use these 1MORE bluetooth earbuds which have a band that sits on your neck. The band has both volume buttons and an ANC toggle.

The Wirecutter recommends the successor to this model in their latest review.

Master and Dynamic's MW07 Plus models have volume controls on one earbud, and holding the vol- button toggles ANC (they're reviewed very well, but, full disclosure, they're also $300, and the ANC isn't as good as Sony or Bose. On the other hand, the sound quality is, based on reviews, up at the top of true wireless ANC earbud mountain with Sennheiser).

Newegg has refurbished Jabra 65t (no neckband) models most of the time. Prices vary with color and supplier, but I've seen them as low as $40.
