Larger photo (at Magnum Photos, the agency Rodger co-founded in 1947; Magnum may have the information)
Possibly photographer/photo editor John G. Morris?

So a biography of George Rodger describes liberation day and says that he rode in to Paris on a German Packard with photographer Robert Capa and correspondent Charles Wertenbaker.

Though that book describes the photograph being taken later in the day by Bresson, my uneducated guess would be Capa based on the image search.
