Auto redial app (or technique) for iPhone?

Like many freelancers out there, I'm trying to navigate the unbelievable tangle of unemployment insurance for the first time. Getting through to someone at the Oregon office requires literally hours of constant redialing. Is there an app for that? Or some other secret, maybe a Fiverr kind of thing, that means not having to hit buttons hundreds of times when you could be, y'know, working or looking for work? I'm on an iPhone 7 (yes really) and Google only turns up suuuper sketchy apps with awful reviews.
"Hey Siri. Redial on speaker" will save you the trouble of using your fingers.

I haven't used it recently but several years ago the app 'Auto Dial Assistant' would repeatedly redial until I got through. Looks like it's been removed from the app store though.

Might you mean that you want to stop having to navigate through the same phone menu over and over again? If so, you could save the number to your phone with one-touch dialing formatting: phone number, then commas (for pauses), then the first number you always have to press, then commas, then the next number, and so on. For example, 18001234567,,,1,,2,,,3,,,1,,,2 (number of commas depends on how long it takes for the phone message to get to the next set of menu options). Like this in case my explanation isn’t clear.
If you save this as a contact number, you’ll still have to click to redial (or ask Siri to redial on speaker), but you won’t have to navigate the endless maze of a phone menu each time. The iPhone may not let you add commas from the Add Contact window, but you can type the string of numbers/commas in notes, then copy and paste the string into the Add Contact window.

Response by poster: Thanks for the suggestions--the specific thing I need is something that will redial the same number over and over until the call goes through. So I don't have to sit there hitting redial...[busy signal]...hang up...redial...

Response by poster: (I'm also curious why there don't seem to be any decent apps that do this--is it an anti-spam thing?)

Most apps on the app store can't control core systems like phone calls. I'm not sure this problem is easily solvable, sorry... You could look into software that spam callers use, but I kind of doubt that it would work (hi! Sorry, this is a robot, I'm on the line though. Press 1 to talk to me please!)
