Is there a better animation app for my kid's Chromebook. Help!

My kid (who is now homeschooling) is frustrated with her current animation app. Willing to pay for it, so doesn't need to be freeware. Here, I'll let her ask you:
In my animating app, Flipaclip, I try to make good movement and style, but the app doesn't work for me. I did a little research on my Chromebook, and I had trouble finding any good animation apps/software for the Chromebook. All the good ones (Example Toon Boom) aren't there! Do you know of any?
So if I had to have the perfect animation app/software, I would have one with layers as a choice, tools to draw in different styles, and a software/app to take me seriously. NOT just for kids! I want a challenge. Can you help me find a good animation software/app? THANK YOU!!!

And if you can get linux on your chromebook, there's a program called Krita that seems to get lots of recs.
