How to report Shelter-In-Place violation

Who should I contact about a company in Santa Clara County that has told workers they are required to come in, despite the shelter-in-place order? This company does not provide any of the services exempted as "essential businesses." The health department's website suggests calling 211, but I am not physically in the county/area code.

The Santa Clara County Sheriff and the local chiefs of police in the county are tasked with enforcing compliance with Santa Clara County's shelter at home order. You can contact the Santa Clara County Sheriff at their non-emergency number at (408) 299 - 2311. Before doing so you may wish to review Santa Clara County's FAQ regarding the Shelter at Home order, as the list of "Essential Businesses" is large, and even non-essential businesses are permitted to perform "Minimum Basic Operations" (see the FAQ for what that entails).
