True Unlimited Data?

Here in Montreal's Old Port, we have copper wire to the nearest transmitter, which means data rates of around 8 Mps. My phone hotspot gets 70 Mps, but I have a data cap of 15 GB/month. There are "unlimited data" plans but they throttle bandwidth after 15 GB/month. Are there true unlimited data plans not visible to the ordinary consumer?
