Rearranging Reminders in iOS 13.3

Why does attempting to move an item up or down on an iPhone reminders list never work the first time?
This is a silly, random annoyance but my google-fu is failing me so I'm trying the hivemind. Since I updated my iPhone SE to 13.3, I'm having trouble re-ordering items within a list in the Reminders app. Every time I drag and drop an item in a list to attempt to reorder it, it goes right back to where it was originally. The second try it nearly always works. It baffles me because I'm doing the exact same thing each time (holding the item, dragging it into a different place in the list and releasing), it just doesn't take until the second time I do it. These items don't have a specific date/time assigned to them (they are generally shopping lists, etc.) Any idea what is going on?

Also on iOS 13.3 and I just tried and had the same thing happen. I’ve also had a few times where I check off a recurring reminder and it unchecks again a few seconds later. Super annoying.
