How to not take up free Google storage space with my photo library

Somewhere Google once said that photos and videos uploaded via iPhone app won't count against a user's free storage space. My photos and videos now take up 90% of my storage because I uploaded them through the website. Is there a way to download everything (Mac) and re-upload via app to free up my free space?

You don't need to download and reupload. See the Google Help page Reduce the size of your photos & videos (but read the rest of the page to understand what you're doing before you follow those steps).

Are you using Google drive or Google photos? Google photos which caek linked will store pictures at a lower resolution for free, but Google drive has no free photo storage and each photo will count against your storage.
