What is this object?

I found a few of these in a local park. Is it a type of bullet? Or a bullet shell that's been repurposed for something else? https://imgur.com/a/WXP6mPM

Best answer: Here’s a link to the product page. It’s a training ammunition that’s quiet and doesn’t produce muzzle flash.

The dimple in the middle of the base of the cartridge was left by the firing pin when the round was fired. It should be completely inert.
