Name those artists

I'm trying to remember the names of a pair of artists from late 90s-early 00s.
They were a couple, possibly one Japanese and one American who drew vivid cartoony cityscapes with all sorts of cute cartoon creatures in them. They went by a name something like yuki&bob.
David Horvath and Sun-Min Kim? They created Ugly dolls, and there were books with cartoon cityscapes and lots of uglies, living in them, e.g., Ugly Guide to the Uglyverse.
