Has the tentative border security deal been presented to Congress?

Has the tentative border security deal (reference) been presented as legislation to the House of Representatives? If not, are we doomed to another shutdown due to the 72-hour rule or is the House able to waive the rule?

Best answer: They are set to vote Thursday and waive the 72 hour rule. They can waive it whenever they want and have already done so on the prior shutdown legislation
