Why are there always two Kleenexes at the top and the bottom of the box? It seems wasteful (especially for a single-use item), and I imagine there is technology available that allows the very first and very last Kleenex to be dispensed individually. (Or perhaps this is like the deceptively complex engineering behind printers and paper jams?)

I've always assumed it was an artifact of the manufacturing and packaging process. The section of this video starting at about 3:00 seems like it would be the relevant point, but it's not clear: How It's Made Tissues

I've been thinking about this as I used up the last of two different boxes and then started new ones. None of them had double tissues. Now, none of the four boxes were Kleenex brand - two boxes were Safeways store brand and two were Quilted Northern.
