Looking for Tokyo Festivals in February

Tokyo in 2 weeks - Any festivals going on? What's the weather going to be like?
Specifically, we're there Feb 25- March 3. We're staying in Ebisu, if that matters. Any kind of festival will do, i'm just looking to take in some kind of cultural event.

I don't really know about festivals this time of year, but you'll be staying only a few train stops away from Harajuku station (on the Yamanote Line), which is where the (very touristy) Meiji Jingu shrine is located. Usually if you drop by there on the weekend you can watch a wedding going on, though since it is winter time I'm not sure there will be any. Still pretty sweet if you can catch one.
The weather will probably be pleasant, compared to the typical winters in America, maybe between 30 and 45 degrees daily, I would guess.

I'm not too sure about that, actually... today we had a high of 6C and a low of -4C, and Tokyo is quite a bit futher north than Nara.
Pack some warm clothes - generally I'm fine going around in jeans, a long-sleeve shirt with a t-shirt or sweatshirt over it, and a jacket. Also a hat and some knit gloves might be good.
