Keeping the Twitter under control

Twitter novice. Android user. Diverse interests.
Please recommend what you use to keep it all under control and why.
Among other things I follow several journalists in several languages both mainstream and independent and when a story breaks the same link will often appear 10 times in my feed. Boring.
I am more of a consumer than a provider preferring to aggregate information, though I do comment a bit.
I have no desire to integrate my social media usage.
So what do you suggest is the best way to filter the firehose.
To keep my feed under control I will block RTs by many of the people I follow. I just want to look at their direct content and the RT stream seems to catch multiples of the same articles and tweets. There are a handful of accounts that I allow RTs to come through for, but that's mainly because those people tend not to RT most things and consistently RT great stuff. I follow and unfollow fairly frequently to adjust to a manageable feed. I also mute people for periods if their tweets are too much but I'm on the fence about unfollowing. I occasionally mute specific words and terms so that they don't come up in my feed.
I don't integrate twitter with any other platform and use it mainly to read and chat/comment with specific people. I generate very little of my own content. I find my manageable follow number hovers between 350-400. I am a somewhat heavy user, checking several times a day. With my habits, following 350-400 accounts allows me to keep up without missing much.

Tweetdeck. I know you said you are an android user but as COD mentions you can create lists. I have two twitter accounts, one football (soccer) and one music. Tweetdeck has been great at managing these.

Best answer: I asked a similar question last year. Some useful info there. Turning off retweets makes a HUGE difference.

I’m by no means a power user but I’ve noticed that I can mute an account and that will keep it off my main timeline but I can then go and add that account to a list where I can see their tweets.
For example if I live in City A but travel to City B somewhat often I could follow a half dozen accounts that are related to B in some way, mute them, then add them to a City B list where I could see them only when I want to.
