What the heck is this 1990s alt-rock song?

Back in the mid-90s I recorded (via VHS) a fragment of a music video from the LA TV show Are-Oh-Vee. I've been haunted by the song ever since, I get it stuck in my head about once a week, but all I have is that one fragment and I missed the name of the band and the song.

I've posted a portion of the video on Youtube, hoping somebody here recognizes it, but for various reasons the video/audio quality is cruddy and you'll probably have to turn up the volume pretty high. If you can't make out the visuals, it's a band with a glum, waifish female singer with dark hair, bangs and a frumpy retro coat, three really spirited guitarist guys hopping around, and a drummer. The video is divided into three screens, mostly shots of the singer wandering around an old hotel and the guitarists in a circle wailing the hell out of their guitars, and at one point a suitcase gets thrown down the stairs. The chorus starts about 24 seconds in but the whole thing is jangly and drone-y and spooky like this. Please, somebody end my musical mystery misery and tell me what this song is!

Response by poster: You've saved the day, Captain_Science! It's so weird to actually hear the whole song after all this time. That one little fragment had been echoing in my head since the Clinton administration. Makes me glad I finally made the effort to dig out the old tape and post this. Thank you!

(The band's Wikipedia page is kind of a trip. I figure it's gotta be mostly written by somebody who was in the band.)
