Identify This Vintage Toy

This toy dog looks so familiar, and yet...I can't remember what he is called. Google isn't helping and friends recognize it but also can't remember the name.

It looks like a weird, badly-done Fleegle from the Banana Splits Show. (I don't think it is, but that's what came to mind when I saw it.)

I had one of these too. Some googling leads me to believe it's called "Busy Faces"
