How do I use website cards on Twitter without an ad spend?

I understand you can use website cards on Twitter without putting dollars toward it in an ad spend. How do you do this?

You just need to add the HTML tags to your pages/site (specific summary card example). I do this on my personal blog just to make this links look a little nicer when I share them online.

Does your website use Wordpress? Because there is a plugin that will setup Twitter cards for you.
