What is this water facility I saw in Italy?

A couple weeks ago, I went to Italy and took a train that passed a few mystery facilities (street view) near Orbetello that looked a little bit like water treatment plants, but different. What were they?
A few things that caught my attention about these facilities:

- There were spinning paddle wheels in pools, which churned up the water quite a bit.
- There were maybe a couple dozen people working near the pools, which is more than I would expect from some kind of water treatment plant.
- From the train, I spotted three of these facilities in a short distance. You can see them on the map link, northbound along the railway.
Best answer: Look like the ponds we have here in Taiwan that are used to raise fish. Also in the street there is the symbol of fish and the name Cosa on the gate.
